Cape Girardeau Public Schools (CGPS) has announced Proposition Tigers, a no-tax-increase bond issue to be put before taxpayers on April 7, 2026. The measure seeks authorization for the District to borrow up to $30 million to finance facility improvements, as outlined in the District's Long-Range Facility Plan. Every building in the District will see improvements.
The bond issue would allow the District to acquire, construct, renovate, expand, improve, furnish, and equip school sites, buildings, and related facilities for school purposes. This initiative is part of CGPS’s ongoing commitment to maintain learning environments that are safe, comfortable, and updated for students and staff.

The proposed bond issue will address necessary improvements across District facilities to support a modern and conducive educational experience. The projects below were identified as priorities in the District's Long-Range Facility Plan, which is part of the most recent Continuous School Improvement Plan (CSIP).

1. Safety Updates
Installation of emergency generators at all schools.
Renovation of the Franklin Elementary lobby.
Improvements to the Central Middle School drop-off zone.
2. Construction and Refurbishments
Major updates at Central Middle School.
Phase II of interior renovations at Alma Schrader Elementary and Jefferson Elementary.
Replacement of tracks at Cape Central High School (CHS) and Terry W. Kitchen Central Jr. High School (TWKCJHS).
Renovations for tennis courts and new pickleball facilities.
Improvements to the Intramural Field.
Updating all elementary playgrounds for ADA compliance.
3. Energy Efficiency
Roofing replacements and repairs.
Implementation of a Building Automation System (BAS).
Weatherization improvements.
Replacement of RTU (Rooftop Unit) and fresh air intake systems.
Optimization programming for energy systems.
